Key BEI Initiatives in Kazakhstan

The BEI Project works directly with national governments, select oblast and city administrations, and private sector businesses and associations and focuses its activities in those areas with the greatest potential positive impact for SMEs; where Soviet-era laws, operations and philosophy continue to impair free market business operations; and, where either the private sector or government has demonstrated interest and demand for change.

Key Initiatives in Kazakhstan include, but are not limited to:

  • Assisting the Government of Kazakhstan to develop and use economic freedom and legal burden evaluation tools at the national and sub-national levels to promote independent monitoring and evaluation of the legal environment for business
  • Expanding and strengthening the Partnership Program originally developed through the USAID Trade Facilitation and Investment Project to build strong independent and representative private sector bodies and encourage private sector demand for legal reform and effective application of collaborative advocacy techniques
  • Expanding opportunities for public-private communication and private input into policy making through open drafting procedures and expanded use of public-private dialogue mechanisms
  • Streamlining the licensing process and reducing the number of people and activities subject to licensing requirements
  • Supporting national and local information technology initiatives to improve government operations and increase transparency
  • Promoting a legal and inspection regime based on voluntary compliance over sanction and reducing inspections of businesses by increasing the assertion of rights by the private sector and controls and penalties on government actors for illegal conduct

BEI periodically sends direct mail to subscribers to our information network, including press releases, draft legal documents, enacted laws, regulations and other sub-normative acts, consultant reports, and other materials of interest to counterparts and the general public.


Subscribers currently include associations, media organizations, entrepreneurs, lawyers, business consultants, academic professionals and many others, but anyone interested in legal reform and the promotion of business in the area is invited to subscribe.


To facilitate the dissemination of information to entrepreneurs and other end-users, BEI encourages all subscribers to redistribute BEI-provided information to constituents, clients, customs, colleagues and members.
