Key BEI Initiatives in the Kyrgyz Republic

The BEI Project works directly with national governments, select oblast and city administrations, and private sector businesses and associations and focuses its activities in those areas with the greatest potential positive impact for SMEs; where Soviet-era laws, operations and philosophy continue to impair free market business operations; and, where either the private sector or government has demonstrated interest and demand for change.

Key Initiatives in the Kyrgyz Republic include, but are not limited to:

  • Promoting adoption and full implementation of inspection reforms that will establish a system favoring legal compliance over sanction, provide opportunities to remedy defects, and increase the assertion of rights by entrepreneurs
  • Supporting implementation of the Law "On the Fundamental of Technical Regulation" that establishes a regime for the deregulation of the Soviet-era GOST system, adoption of market-oriented conformity assessment practices, and eliminates conflicts of interest within government bodies
  • Increasing the use of arbitration and other alternative dispute resolution techniques to provide increased certainty of contract and improved private sector risk management
  • Streamlining the licensing process and reducing the number of people and activities subject to licensing requirements
  • Increasing government and private sector use of legal evaluation techniques during the drafting and reform processes, including impact and corruption assessments
  • Strengthening business and professional associations as independent, representative organizations and facilitating effective dialogue between the government and the private sector

BEI periodically sends direct mail to subscribers to our information network, including press releases, draft legal documents, enacted laws, regulations and other sub-normative acts, consultant reports, and other materials of interest to counterparts and the general public.


Subscribers currently include associations, media organizations, entrepreneurs, lawyers, business consultants, academic professionals and many others, but anyone interested in legal reform and the promotion of business in the area is invited to subscribe.


To facilitate the dissemination of information to entrepreneurs and other end-users, BEI encourages all subscribers to redistribute BEI-provided information to constituents, clients, customs, colleagues and members.
