On January 22, 2008, at 12 p.m., in the Kazakhstan Press Club’s Office at the address: 29, Kurmangazy Street (House of Scientists), Almaty, the USAID Business Environment Improvement Project (BEI) in cooperation with the Kazakhstan Tourism Association (KTA) and Kazakhstan Association of Hotels and Restaurants (KAGIR) held a press conference on the draft Law of the Republic of Kazakhstan on Changes and Additions to Certain Legal Acts of the RK Regulating Travel Business initiated by the Ministry of Tourism and Sports of the RK (MTS).

On November 16, 2007, at 10:00 AM in the city of Uralsk a round table was held in the VIP conference hall of Shagala Hotel dedicated to the paperwork pertaining to permits related to land plots for new construction and reconstruction of facilities. The event was arranged by USAID BEI, Department of Entrepreneurship of Uralsk State Directorate and Independent Association of Entrepreneurs of Western Kazakhstan Oblast (WKO).

On 24 October 2007, in Astana, at the Okan Intercontinental Hotel, at 11:00 am, a round table will be held where the public will be presented with findings of the sociological research to evaluate performance of the nation’s tax bodies. The round table was arranged by USAID Business Environment Improvement Project (BEI) and Association of Taxpayers of Kazakhstan and actively facilitated by the Tax Committee under Ministry of Finance of Republic of Kazakhstan.

Jointly with the South Kazakhstan branch of the Association on support and development of pharmaceutical industry BEI Project conducted a round table on regulatory impact assessment. The roundtable participants discussed the issues of attestation of pharmacy workers and procurement.

On January 2007, the Law of the Republic of Kazakhstan (RK) On Licensing #214-111 was adopted. The Forum of Entrepreneurs (FEK), industry associations and consultants of the USAID Business Environment Improvement Project (BEI) took part in drafting the Law.

Legislative changes were introduced in the Rules on Conducting Scientific Expertise with the goal of increasing effectiveness and quality of the governmental agencies in the area of drafting normative legal acts.
 
The report details the current state of legislation for contract enforcement, problems facing entrepreneurs in state courts, and the availability of and the prospects for further development of arbitration as an alternative to the court system.

A seminar on “Theory and practice of implementation of methods in Regulatory Analysis Impact on normative legal acts” was held from 21 to 25 of April 2008, in the building of Ministry of Economical Development and Trade of KR.
 
During April 7 – 11 in Bishkek, there will be a seminar held for the staff of the KR Prime minister’s office in the Government house. The topic of the training will be “Regulatory Impact Analysis on normative legal acts”, organized by USAID Business Environment Improvement project.

On march 22, 2008, at “Holliday” business center in Bishkek, a seminar on the methodology of regulatory impact analysis will be held. The seminar is organized by the President’s Administration and USAID Business Environment Improvement project.
 
Improving Capacity of Ministries and Agencies in Interaction with the Parliament of the Kyrgyz Republic (Zhogorku Kenesh) workshop will be held in Bishkek on March 12, 2008 by the Government Apparatus and USAID Business Environment Improvement Project.

Business community of Kyrgyzstan will discuss the draft Law on Subsurface with the officials. Information comes from IBC, the organizer of the open meeting, which is dedicated to the expected adoptions of new rules in mining sphere.
 
The Investment Council under President of Kyrgyzstan together with the USAID Business Environment Improvement Project will consider customs administration improvement opportunities and licensing and permitting procedures within the investment and construction process.
 
On January 11, 2008, the Ministry for Economic Development and Trade of the Kyrgyz Republic will hold roundtable inviting the business community, leading lawyers and experts, representatives from President's Administration, Government Apparatus, court and prosecution bodies. The main goal of the meeting is to discuss contradictions within the legislation and prepare recommendations, particularly regarding application of provisions of the legislation until they are brought inline with the Law of the Kyrgyz Republic on Procedure for Conducting Inspections of Businesses. The roundtable is supported by USAID Business Environment Improvement Project.

Today, on December 24 2007, at the Ministry of Justice, the Interagency Working Group (IWG), created under the Ministry of Jusctice will hold its first meeting. This group will develop mechanisms of implementation of new procedures of registering new business on the principle of “one stop shop”.
 
From December 4 through December 14, 2007, Bishkek Business Club and Ministry of Economic Development and Trade through support by USAID Business Environment Improvement Project are holding a series of round tables in regions of the Kyrgyz Republic to present the newly adopted Law of the Kyrgyz Republic “On Procedure for Conducting Inspections of Businesses,” brochures for businesses and regulations on the implementation of this Law.
 
On December 7, the business community will gather under the motto “Bishkek – our precious city“, at the Kyrgyz National Philharmonic Hall to meet with the Mayor of Bishkek, Daniar Usenov.

The first meeting of a Consultative Council under General Prosecutor’s Office of the Kyrgyz Republic will take place on October 3, 2pm. in Hyatt Regency Bishkek. The meeting will be dedicated to the interaction of General Prosecutor’s Office bodies with the business community in building an enabling business environment. The event is organized by joint efforts of International Business Council and other business associations of the country and under support of USAID Business Environment Improvement Project in the Kyrgyz Republic.
